KFVA and MALAFARM company are the main cause of possible bites and & ‘aggressiveness’ from stray dogs in Kosovo!

Eventual bites/attacks from stray dogs – are caused by the lack of a “normal” relationship without abuse between humans and dogs.

Citizens are not at all aware of how to behave and what to (potentially) avoid when encountering stray dogs. For this, many citizens and civil society organizations have called for reactions and funds from the state budget, for informing and raising awareness of citizens on these issues.

This allocation of funds has indeed happened. KFVA had made available the funds in amount of: 124.000 EURO – for informing citizens and for compiling an analysis and study on the status of stray dogs in Kosovo.
But what happened to those taxpayer funds? And where are the results?

The MALAFARM company http://www.malafarm.com/MF/ is a company contracted by the Food and Veterinary Agency of the Republic of Kosovo (KFVA) since January 2018, with the aim of informing citizens on the nature of stray dogs –they got the contract with an amount of 111,000 EURO.
This company, according to the contract details has had 50 working days available for informing and rasing awareness, within 3 years. They reported to Insajderi media portal that they already have used so far 45 days of working. But where are the outcomes, we are still wondering!?

In a meeting with AUVK, after requesting persistently of what have happened with this contract and what the results are, they showed us their tender “dossiers” – in which we saw only a few photos printed by 4-5 people in the Mother Theresa square distributing an informative magazine that was already prited by another regional awareness campaign made by http://www.oie.int/ not by MALAFARM.

MALAFARM, on the contrary, had printed some t-shirts and caps for their “campaign” – which are totally unnecessary for the moment! The situation of stray dogs and proper information of citizens should start with basic information, not with the blank print of items (clothes). These promotional methods should come later – not now! People are irritated by stray dogs – they do not rejoice and get informed by wearing a blouse or hat with a dog or pet in it printed. This is an ineffective way of spending some tax payer money.

Some other photos showed some school visits – but it was not clear to us in which schools the visits have been held. Tender folder photos were just printed there, with poor quality and no relevant information among the photos – that for sure was no report of activities with such a high amount of public funds.

We have requested from KFVA to send us the project idea, to prove the allegedly effective MALAFARM work; more specifically we asked for the:

  1. Activity planning document and the time schedule of the 50 working days;
  2. Budget Plan of 111,000 EURO – citizens’ money – public funds;
  3. Report (interim: narrative and financial);

So far, we have not received anything from KFVA or MALAFARM.
We are still waiting, but soon after our fifth request for access to public documents – if we do not get anything – the judicial authorities will fix this matter as it is foreseen by Kosovo law!
Every citizen has the right of access in public documentation.

Our taxes are the reason why these state institutions work! Just to let you know, this time, our taxes go to the enrichment of a pharmaceutical company without any professional expertise in conducting a survey, research or information/awareness.

Lastly, check out the website and the Malafarm Facebook page – there is no promotional material for stray dogs and nowhere you can find any activity done in regard to the project tender they got.

Where did our 111,000 Euros go? Where are the results?
Fraud & Corruption! Nothing else!
