Institutional hate towards animals in Kosovo

There is no animal welfare mentioned anywhere! (see below photos of the work of the Municipality of Dragash – CNVR – state programme).

For any shortcomings in the contract and in the tender in general, the applicable laws, which guarantee respect for animal welfare should be replacing overall contracts – this tender and the contracts of the included veterinarians in the project, should have had as main objectives: a) reduction of breeding and b) over-population of stray dogs and providing a better life for them!

But the main objective written in the tender and contract was: Opportunity for all veterinarians to be part of the project!

We hereby introduce you to the: Requirements on the technical and / or professional capabilities of veterinary clinics (as economic operators) winning this tender (sections 9.1 & 9.2 of the TDS), specifies these requirements as conditions:

  • Requirement 1. Have at least six (6) veterinary graduates with at least two years of field work experience, six (6) veterinarian technicians and six (6) stewardship workers – as evidenced by contract – veterinarians should be from the region where the jobs are done.
  • Requirement 2. Veterinarians to be a member of Kosovo Veterinary Chamber.
  • Requirement 3. Have the space for dog acceptance – as evidenced by the picture.
  • Requirement 4. Have special space for dog health control, castration sterilization and euthanasia (the area should be equipped with surgical tables, surgical instruments and other accompanying equipment).
  • Requirement 5. Have the space – place with at least 15 boxes for the post operative position of the dogs (72 hours after operation) – proven by the picture. The place should be with standards that envisage animal welfare (such as floor, cover, etc.).
  • Requirement 6. Have space for medication and dog food – as evidenced by the picture.
  • Requirement 7. Have four (4) vehicles – cage-separated cage markings, attested by vehicle and photo booklet, as well as be on behalf of the applicant company or have authorization.
  • Requirement 8. To have an excavator or to have a contract with the company for opening holes for the burial of dogs.
  • Requirement 9. Means for the capture of stray dogs – as evidenced by the picture.
  • Requirement 10. Have matriculation numbers for dog identification – physically bring the model number.
  • Requirement 11. Dogs that adapt should be identified with microchips and accompanying documents.
  • Requirement 12. Bidders must not have a contract for the handling of stray dogs in municipal assemblies or any other institution.
