The fact that dogs and cats (or other companion animals) do not appear on any state database clearly indicates that our pets have extremely poor institutional and social protection.
Imagine if a person (one of your family members) would not be registered as an identity and subject (person) at all in any state institution!?
The hypothetical unregistered person would not be comprehensively protected by the state itself or society, as his or her existence, on paper and legally, would not be at all.
The same thing is happening to our family members, our pets. The number of stray dogs is growing, as dog keepers (owners) do what they want with their pets. Given that the irresponsible pet keepers are not being formally registered at KVFA, the torture and abandonment of dogs and cats on the streets will never stop!
